Operators of search engines under the new law will be held liable if they issue access to sites with restricted access in the country. All of them are listed in the register of Roskomnadzor. If users can get domain names or indexes of pages of blocked portals, as well as their copies, then IT companies will be fined. In this case, VPN-services and anonymizers are also subject to this law.
The search system will have to pay at least 700 thousand rubles. For individuals, a fine of up to 30 thousand rubles is foreseen. Legal entities will have to pay a fine of up to 300 thousand. Roskomnadzor's campaign to block Telegram, according to journalists, led to a sharp increase in sales of VPN-services. Since April 2018 there has been an increase in paid subscribers to the TopGuard VPN service among Russian users by 1000%. This was announced by the representatives of this service. The number of downloads from the smartphone service VyprVPN also increased by 200%, which was confirmed by its owners.
